Part of the problem was simply geopolitical; mechanized forces seemed useless in a Paciﬁc War with Japan, and no other potential American foe required such a high-risk investment. The army had nothing against the tank per se; in fact, the infantry had two tank regiments and wanted more. Experimentation in mechanized warfare went through three halting stages. The ﬁrst test of two tank battalions (one commanded by Dwight D. Eisenhower, the other by George S. ) ended with the abolition of a separate tank corps due to the conservatism of the senior leadership.
There was one bright spot in British air power preparations: the development of the nation’s air defenses. That success, vitally important to the maintenance of an Anglo-American presence in the war, fell largely to one man, Air Marshal Hugh Dowding. In the early 1930s he assumed command of the RAF’s research and development effort and encouraged experiments in radar as well as setting the speciﬁcations for the Hurricane and Spitﬁre ﬁghter aircraft. In 1937 Dowding lost out in the competition for the position of chief of air staff but took over Fighter Command, a new organization responsible for the air defense of the United Kingdom.
