When unity of command with part or all of the force, including nonmilitary elements, is not possible, commanders work to achieve unity of effort through cooperation and coordination among all elements of the force—even those not part of the same command structure.

MILITARY FORCES 2-18. Military forces play an extensive role in COIN efforts.
